Advice about how to achieve this effect in a vector drawing is covered in detail in this tutorial.
The workflow demonstrated includes selecting an appropriate image, setting up the artwork, creating the linework, coloring the image, and more. With a basic understanding of the Pen Tool, the Eyedropper Tool, and the Pathfinder Palette you can create a stylized vector image that's sure to wow your clients or friends. I found this tutorial to be a little on details considering it is a plus tutorial
I hate to say it but i expected more than a few sentences per step that actually show you how to do stuff rather than the theory.
