I offset the original shape, removed the fill, increased the stroke to 3px, and changed it to a dashed line. Then when I try to outline the stroke, I get that problem that I described. I think I'm missing a step. It's like Illustrator doesn't "see" the dashes and still thinks it's a regular line. I tried just creating a regular line and had the same problem.
